Government Agreements
Business support policy - Regions and Rurality Fund (RIF)
The Fonds régions et ruralité - volet 2 (FRR) is an initiative of the Government of Quebec to support regional county municipalities (RCMs) in their local and regional development efforts.
In accordance with the terms of this agreement, the City of Laval has established these five key priorities for implementing the FRR to benefit businesses within its jurisdiction:
- Strategically Support Businesses
- Provide financial support to businesses
- Supporting Innovation Initiatives
- Remaining Attractive and Becoming a Destination for Investment
- Promote the region
Joint FLI/FLS Investment Policy
Local investment funds aim to facilitate access to capital and accelerate the implementation of projects related to business startups, improvements, transformations, growth, and expansion, as well as succession planning for entrepreneurs.
The mission of local funds is to invest in Laval-based companies that have an economic impact, to contribute to their development, and to create, maintain, and preserve jobs.
SME Access Network
The SME Access Network is an initiative of the Government of Quebec. It serves as a key tool for making support and investment services more accessible to businesses and entrepreneurs, while taking regional specificities into account.
The City of Laval is committed to the goals of the Réseau Accès PME to help more businesses and entrepreneurs reach their full potential. In this way, it will contribute to the prosperity and economic growth of all regions of Quebec.
Economic recovery plan for downtown Laval
This structural plan addresses the economic priorities of the downtown area in response to the health crisis. Three main sectors of intervention were identified following analysis and consultation with partners: tourism, commerce and culture.
Various initiatives will ensure that certain key challenges are met, including the integration of new technologies, attractiveness and commitment to greener and more sustainable practices.

Sector agreement for the development of the agri-food sector in Laval
Under the coordination of Laval Économique, the mandate of the sectoral agreement for the development of the agri-food sector in Laval is to help identify priority development issues.
In addition, this group of partners participates in the development, implementation and monitoring of priority collective projects, including the Laval agri-food processing development and enhancement plan. This agreement is also committed to the mobilization and consultation of Laval stakeholders in these sectors.
