Laval économique offers a support service for developers of real estate projects served by infrastructure.
Below, you will find all the necessary information about our support services, the eligibility criteria, and the procedure for submitting an application.
What does our support entail?
Our team is committed to providing you with personalized support. To simplify the process for you, we pair eligible developers with a dedicated contact person, from the time the application is submitted until the required authorizations (permits and certificates) are issued.
This process also allows for the creation of a flexible timeline that will take into account the various stages of the project.
A three-step service
Although our support is always tailored to each individual, it is divided into three main stages, as follows:
1. Preliminary Project Assessment
First, our team is committed to providing an objective and representative overview of the situation. At this stage, a preliminary assessment of the project’s feasibility is shared with the project sponsor (if requested). This assessment covers general aspects of the project, such as:
- Intended Uses
- Availability of Municipal Services
- Natural and Human-Induced Constraints
- Waste Management
2. Meet Our Experts
At this stage, each developer is invited to meet with the various professionals on the real estate project team. These meetings provide an opportunity to:
- Highlight the recommendations from the City's various departments.
- Provide the developer with the opportunity to adjust the project in light of the steps identified.
- Examine the requirements for compliance with the standards and criteria established by current municipal regulations.
3. Obtaining municipal permits
At this stage, the developer can obtain the required municipal authorizations, such as building permits, utility connection permits, PIIAs, and other authorizations necessary for the project.
Eligibility
What are the eligibility criteria for our support services?
Only projects that meet one of the criteria listed below will be eligible for the services of Laval économique*:
- Construction of a new building or expansion of an existing residential building with a total of 50 or more housing units.
- Construction of a new industrial building.
- Construction of a new commercial building or complex of commercial buildings with a construction cost exceeding $5 million.
- Construction of a new mixed-use building (residential and commercial) with a total of 50 or more housing units.
- Expansion of an industrial or commercial building with a construction cost exceeding $5 million.
- Construction or expansion of an institutional building with regional significance (postsecondary educational institution, research center, community center, sports facility, hospital, etc.).
*If your project does not meet any of the criteria listed above, it may still be eligible for support through the Project Support Unit (CAP).
Details on a project's eligible expenses
The cost of the work corresponds to all expenses related to the completion of the planned work, excluding any applicable taxes:
- Costs for the supply and installation of all materials and equipment incorporated into the construction, including those related to architecture, structural engineering, mechanical systems, and electrical systems, but excluding equipment related to the operation of an industrial process.
- Site preparation costs.
- Site preparation costs (excavation, backfilling, grading, landscaping, and soil restoration).
- Labor costs.
How to submit a request for support for real estate projects served by infrastructure?
The first step is to complete the sponsor support form, attaching all of the following documents:
- Layout plan with dimensions: include layout margins, setback limits (if applicable), location of parking spaces (with calculations and dimensions), dimensions of access and circulation lanes, access to the site (driveway), as well as vegetated and drivable areas.
- Preliminary architectural plan: elevations and typical floor plan, including floor areas.
- Preliminary volumetry: when the PIIA is applicable.
- Sunlight study: when the PIIA is applicable.
- Environmental study: if available.
- Power of attorney: if required.
