Laval économique offers a support service for developers of real estate projects served by infrastructure.
In the following lines, you'll find all the information you need about our support services, eligibility criteria and how to apply.
What does our support consist of?
Our team is committed to providing you with personalized follow-up. To simplify the process, we match eligible developers with a dedicated contact person, from the submission of the application to the issuance of the required authorizations (permits and certificates).
This process also makes it possible to set up an evolving schedule that takes into account the different stages of the project.
Three-step service
Although our support is always personalized for each customer, it is divided into three main stages, as follows:
1. Preliminary project assessment
Initially, our team undertakes to provide an objective and representative picture of the situation. At this stage, a summary opinion on the feasibility of the project is shared with the promoter (if requested). This opinion covers general aspects of the project, such as :
- Planned uses
- Availability of municipal services
- Natural and man-made constraints
- Residual materials management
2. Meet our experts
At this stage, each developer is invited to meet the various professionals in the team dedicated to real estate projects. These meetings provide an opportunity to :
- Highlight the recommendations of various City departments.
- Offer the promoter the opportunity to adjust his project in line with the approaches identified.
- Explore the conditions of compliance with the standards and criteria established by current municipal regulations.
3. Obtaining municipal permits
At this stage, the developer can obtain the necessary municipal approvals, such as building permits, connection permits, PIIAs and other authorizations required for the project.
Eligibility
What are the eligibility criteria for our support?
Only projects meeting one of the criteria listed below will be eligible for Laval économique* services:
- Construction of a new building or extension to an existing residential building with 50 or more dwellings.
- Construction of a new industrial building.
- Construction of a new commercial building or complex with a value exceeding $5 million.
- Construction of a new mixed-use building (residential and commercial) with a minimum of 12 dwellings, or where the value of the work exceeds $5 million.
- Expansion of an industrial, commercial or institutional building where the value of the work exceeds $5 million.

Details of eligible project costs
The value of the work corresponds to the total cost of carrying out the planned work, excluding any applicable taxes:
- Supply and installation costs for all materials and equipment integrated into the construction, including architectural, structural, mechanical and electrical, but excluding equipment related to the operation of an industrial process.
- Site preparation costs.
- Site development costs (excavation, backfilling, levelling, landscaping, soil covering).
- Labour costs.
How do I submit a request for support for real estate projects served by infrastructure?
The first step is to complete the promoter support form, enclosing all the following documents:
- Site plan with dimensions: include setbacks, depth limits (if applicable), location of parking spaces (with calculations and dimensions), dimensions of access and circulation aisles, site access (driveway), as well as vegetated and vehicular surfaces.
- Preliminary architectural plan: elevations and typical floor plan, including floor areas.
- Preliminary volumetry: when the PIIA is applicable.
- Sunshine study: when PIIA is applicable.
- Environmental study: if available.
- Proxy: if required.
