Any property owner wishing to develop a real estate project in a deferred zoning area (SZD) on Laval territory must first submit a comprehensive development plan (PAE).

What is the Comprehensive Development Plan?
On November 11, 2022, the new Urban Planning Code came into force. These modernized regulations incorporate innovative urban planning tools provided for in the Act respecting land use planning and development, in order to optimize land use planning.
The Plan d'aménagement d'ensemble (PAE) is a mandatory process for the development of 28 sites covered by a zoning deferral zone (SZD).

What does the EAP process involve?
This planning exercise requires several characterization and design studies at the expense of the applicants, in order to frame the development by taking into account the following elements:
- Conservation of natural environments
- Street grid layout
- Location of stormwater management facilities
- Community needs (schools, parks, etc.)
- Installation of the necessary infrastructure on and around the site

In collaboration with a number of Ville de Laval experts, Laval économique will support your project through a preliminary analysis, the Demande d'opinion préliminaire de Plan d'aménagement d'ensemble (DO-PAE).
Following approval of the PAE and the regulatory amendment (zoning change) to be processed with the Urban Planning Department, Laval économique will assist you with your request for municipal services (DSM) for the extension of municipal infrastructures required for your project.
