Master development plan

Any property owner wishing to develop a real estate project in a deferred zoning sector (SZD) in Laval must first submit a comprehensive development plan (PAE).
On this page, you will find more information about the PAE and the first step to take to bring your development vision to life.

What is the Comprehensive Development Plan?

On November 11, 2022, the new Urban Planning Code came into effect. This modernized regulation incorporates innovative urban planning tools provided for in the Land Use Planning and Development Act in order to optimize land use planning.

The Comprehensive Development Plan (PAE) is a mandatory procedure for the development of the 28 sites affected by a deferred zoning area (SZD).

What does the PAE approach entail?

This planning exercise requires several characterization and design studies at the applicants' expense in order to guide development, taking into account the following factors:

  • Conservation of natural environments
  • The layout of the street grid
  • The location of stormwater management structures
  • Community needs (schools, parks, etc.)
  • Installation of the necessary infrastructure on site and in the surrounding area

Laval économque support

In collaboration with several experts from the City of Laval, Laval économique will assist Laval économique with your project by conducting a preliminary analysis, known as the Request for Preliminary Opinion on the Comprehensive Development Plan (DO-PAE).
Once the PAE has been approved and the regulatory amendment (zoning change) has been processed by the Urban Planning Department, Laval économique will assist Laval économique with your request for municipal services (DSM) to extend the municipal infrastructure necessary to carry out your project.
